Our Hybrid Single-Payer System
We established our plan by combining the parts we liked most from the different healthcare systems. We especially liked the Japanese system, so our plan is heavily influenced by that.
Our plan would be a 70-30 system where the federal government pays 70% of all healthcare costs and the patient is left to pick up the other 30%. This would include prescription costs. Hospitals would be run by the government or by government approved private companies, to insure that procedures are needed and an affordable and fair price is being charged for them. The government would establish guidelines each year for the cost of medicines and procedures, which hospitals and pharmacies must adhere to in order to be licensed.
Your employer would be responsible for providing their employees with supplemental insurance. If you are unemployed, the government would provide supplemental insurance.
The healthcare system would include access to not only curative care but preventative care at an affordable cost.
There would be a monthly cap on your co-payment, determined by your income and age. Once you have met this cap, the government will pay 100% of your healthcare costs. This would provide affordable healthcare to poor people and make extended stays in the hospital more affordable.
When you retire, the government will provide insurance to cover the 30% of healthcare cost that you would have to pay out of pocket.
